In the United States raffle laws vary considerably by state. Some states define raffles as equal to lotteries and therefore have deemed them illegal. Other states have restrictions on the type of organization that can hold a raffle.  The majority require the raffle to be conducted by a registered nonprofit organization.

Since laws vary so widely by state, it is so important to investigate the laws in your state before proceeding with planning a raffle. Furthermore, many states require permits be filed or have other application procedures so it’s important to allow plenty of time to get through the legal procedures.

Furthermore, local governments such as county or city governments, may impose additional restrictions or requirements on organizations planning a raffle. So it’s important to investigate local raffle laws as well.
